What are the Bailiff rights

Please let me know lf bayliff has the right to do whatever he want to do with the consent of other party ignoring the order which ask to unlock the stairs .the party has appeal that there are two staircases one belong to them which we have locked but actually thereis only one staircase which open in the first floor. Has he got the right to ask us to keep our main entry gate open . The judgement also says there are two staircase .and what action we can take when he forced us to keep our main entry gate open.
