What action can I take if buyer asks for refund after paying advance

Dear Sir I have sold my flat to somebody at 67 Lacs and taken 16 lacs as byana (advance) , Buyer has taken 4 months time for balance amount but after 4 months he refused to buy the property . now he is asking for refund of money. I wanted to know what legal action he can take .
In this case if you prepared any written deed or agreement between you. If not then he can not take any legal action.

You have not mentioned as to whether or not agreement to sell is there. If it is there then same need to be examined to answer your question.
