want to buy a part of property but other party is not agreeing

There are 2 properties. One is in front and other one is behind. The front property belongs to my uncle and the other one is mine. Earlier we had a talk with our uncle regarding the passage to our home for an ambulance atleast which is behind. But refused to give the passage after. Gram panchayat also not able to resolve the problem. We are ready to purchase the part for our passage. What to do now?
