Top floor owner not allowing to install water tank in DDA flat

I have purchased a ground floor flat in DDA Colony. The owner of the second floor has put up a lock on the terrace and is not providing me the right to install my water tank. What should I do legally to ensure that my water tank gets installed on the terrace?

installation of water tank wont damage the building. Obtain a structural engineer certificate as to whether installation of water tank will damage the structure. In addition you have taken prior permission of house owner before carrying out installation work. Further other owner has also installed similar water tank. Let the aggrieved house owner move court if he so desires. Contest case on merits.
