To who am i suppose to pay Society transfer charges

Hi, I have purchased a resale flat from Mr Patil in 2014. Till now there are three purchase deals happened for this flat. 1. Shaha purchased flat from builder. 2. Patil has purchased this flat from Shaha. 3. I have purchased the flat from Patil. While purchasing the flat from Patil, i have taken NOC from builder and not from society. Also while purchasing flat from Shaha, patil has taken NOC from builder and not from society. Now I want to apply for Society membership. Currently society membership is in the name of Mr ShahllSociety is asking society transfer charges of Rs 50000( 25000 for transaction between Shaha and patil and 25000 for transaction between patil and me). Now my question is whether i will have to pay Rs 50000 or Rs 25000 as society transfer charges? Few points to be noted for the society: 1. General elections were not held till now for last 10 years in society. 2. Share certificates are not issued to any member in the society. Please help. Thank

as per ur instruction means the society is not going properly running. it is necessary and mandatory to society issue share certificate but ur society is not issue means illegal. 2nd it is not necessary NOC of builder and society. require NOC of Municipal Corporation for permission to sale/purchase the property.
the society is audited in their account every years or not.
in case the society pressurize u, then u/Shaha issued complaint against society through its president/secretary before District and Assistant Deputy Registrar.
and all the transaction which is clear by shaha, because there is his responsibility...

It is the sellers responsibility to take NOC from the society before he sell it. Buyer need not to take NOC from the society. In your case as no share certificate is issued to individual member u can pay 25k to society.
