TNPC not approving my property. What can I do ?

Hi, I own a registered plot measuring 40*50 (2000/- sq.ft.) in a residential area. Please tell me in detail that what is TNCP approved? , I have all the documents required for permission except Tncp approved layout. I went to Tncp for layout approval but they refused to take my file and said that Tncp does not grant approval or permission on land which is less than 5000/- sq.ft. They suggested me to put the file in building permission department without Tncp layout. I've filed all the documents in building permission department and now they are asking for Tncp approved layout. Documents I have- Registry Nagar Nigam ward N.O.C. Nazul N.O.C. Land Diversion Blueprints of land Aks (Map)

it being a government office you can file a formal complaint against the organisation. To know the procedure of registration you may file RTI as well. secondly once the procedure is in front of you from the department itself it cant be disputed and registration cannot be held for long.
