This is a case of cheating and financial fraud. What to do

In 2010 i told one aget i like to buyed one chawl room in sra redevelopment so paid him 9.50 lakh written on stamp paper he receive the money.but after 7-8 month he won't hand over me possession of room.he said ourt case going on and make fake promises.now it's 7 years so he cheat me . I went to andheri police station for lodeg FIR police start investigation and said me after filing FIR goverment lawyers look u r case.so my question is it right proceduer or i should look another lawyers. Which lawyers help me better and case should be registerd in andheri or dindoshi court
