Temporary society management committee asking for maintenance money

I have a flat in Guwahati, we took the Possesion in october last year by bringing the furnitures, on march we visited the property again for a day stay. The people of the flats, that were living there, like only 13 flats were resided out of 50+ demanded society momey as regular user. Moreover no society is formed, they are just the people, maintaing the non complete project for their own puropose, and demanding money from other, we even had no idea that there was a temporary management, we weren't called for the two meeting that that had, and from January the maintanence cost was increased by 50%. I don't think it's ok to form a society for their purpose and demanding Money from all the non residenne owner, who don't even had Possesion. Due to their own benifit, they forned a temporary management, who told them to stay full time at not completed property? So, do i need to pay the Money? At the same rate? Moreover, they aren't civilised and spoke in harsh words.
