Still don't have possession of the flat but received electricity bill

I have booked a flat in pune. The builder has applied for mscb meter in my name. The possession has not been given to us, due certain rectification in the flat by the builder. Now he has sent me an email stating that the electricity bill has come and i have to pay the bill. Can u please tell me that why should i pay the bill when the keys are still with the builder and the possession has not been given. I need your advice on this matter please.
First of all we will have to examine the agreement executed between you and builder.
If as per the agreement the possession was with the builder then you are not liable to pay the bills and we hope same clause was also incorporated in the agreement.
