Stamp duty of property if living in rented apartment

Sir i am exservicem and lives in rented home in Allahabad. I am buying home costing 32 lacs rs. Am I exempted to pay stamp duty
1 No. 2955/9-2-2004-182J/2004: Tax Exemption Issuing Authority: Department of Urban Development Date Issued: 05.11.2004 Exemption from payment of water tax and housing tax for persons suffering from visual impairment and other disabilities.
2 No. K-N-5-403/11-2005-500(104) 2004: Issuing Authority: Department of Tax Date Issued: 19.12.2008 Persons with disabilities who have procured property amounting to up to Rs.10 lakhs will be excused stamp duty. If greater than Rs.10 lakhs, then only 3%of stamp duty will be imposed.
