Selling of leasehold property can owner ask for percentage

my father has a property which he bought on lease from the land owner he built a home on that land now he is willing to sell but the land owner is claiming a percentage on the sell price of the home my question is as per law can a land owner claim a percentage on the selling price of the home & if yes how much percentage can a land owner claim
