Seller asking to pay for approval number should I pay him

I am buying a land from ab builder they are saying to give 2 lakhs more and they will give me approval number through which I will have access to property papers. What is approval number and should I pay without having property papers in my hand please advice how to proceed further
Dear Sir, it is the silly things of the ab builder to ask the more 2 lakhs to give the approval number or property documents to the buyer. It is the duty of the builder or seller they are giving the all the property documents to the buyer. You should try another builder you do not go with them asking for the additional amount.... if you have to buy the property, you should take legal opinion on the property from the property lawyer avoid the future litigation if any. if you want my legal service I will do it,
