Secretary of society took my share certificate and asking for papers

Secretary has holded my share certificate for verification and now he is find a reason to hold it by asking me weather I have paid the stamp duty or not , I own a mhada property and I have paid my stamp duty and registration my question does he has a right to ask for the papers and wht is the step to collect the share certificate from him.
Give application to secretary of society for want of share certificate.
secretary can't hold any other share certificate.
Have u taken flat in lottery or purchased from the third party that you need to explain.
