Residents Association formed without majority

We are a group of non residents who are a part of plotted layout. A minority group of non residents have formed an association and started charging maintenance which is not agreeable to non residents as the non residents do not use the facilities, security etc So our queries are the following: 1.Is it mandatory for us to.join the association 2. Can a minority resident group form an association and impose it's rules on non residents 3. Can the residents association send notices to non residents who have not joined the assocIation

sir, in practice, every apartment has an association for convince of group of residents, that is to maintaining water,lift, keb, security, etc,.But, it is not mandatory for you to join the association and may help in some condition to up date your place. The minority resident group can not impose any condition by forming association to any resident. when, every body is using water, keb, lift, security, then, there should be need an association to take resolutions among them. Any body can send a notice,but, you can reply with your answer.
