Rental agreement expired last year and tenant not vacating flat

Rental agreement expired last year and tenant not vacating apartment after giving one month email notice as per agreement. The tenant has not paid last month's rent and living in chennai. He has locked the apartment with his belongings and delays for next month everytime. what can i do to get the apartment handover?
You can send a legal notice to the tenant demanding that the tenant vacate the premises. Generally speaking, sending a legal notice will probably make him vacate the premises. However, if he still does not vacate, then you can file a case against him in the civil court.
