Registration is Pending since 2 years of property

I bought a house from Shiv Shakti Corporation in Surat, Gujarat. After the payment he has given the house keys but delaying the house registration. I am trying every week to get registration done but the contractor is delayed and still it is pending. Contractor did some mistake due to that Surat Muncipality cut electricity for the apartment. Those who have the registration they don't have any issues.. My registration is pending due to this issue there is no electricity since last 2 years and i locked the apartment. Me and My Father trying to contact the contractor but he is not responding and he changed his contact numbers and also the address. I tried to contact the contractor on Facebook chat recently. After i sent several messages on chat he responded one time and said he will do but didn't say anything. Now.. he blocked me on Facebook chat also and responding. Till now.. i don't have any electricity since last 2 years. Kindly help me on this issue with suggestions. Thank you.
