There are many a remedy: You can address the Railway authority, complain to to the Sub Divisional Magistrate under Section 137 of the CrPC, place the matter in the Adalat in the local court, file Writ Petition in the High Court. Any of the last three options would be effective. However, approaching the High Court could be expensive. If the entire locality is affected, a joint action could fetch better result.

You can file an injunction suit against the railway since it blocks your pathway to your home.File a case in the civil court(munsiff court) where your home situates.Consult an advocate and go forward .
