Purchased flat in joint name can co owner transfer property as gift

a flat purchased in name of two woner. (husban- mr X and wife mrs-Y) they have two children , son & daughter each both are married. Mr. X expired on last year (2015). now mrs Y can gift her flat to her daughter?
On death of Mr X h9s half share is equally divi9ded among Y and 2 children.
So the wife comes 1/2 + 1/6 = 5/6 share holder and she can transfer more than this to her daughter.
The son will continue to have 1/6th share in the flat .
