Property tax for house i bought not paid before my purchase

I bought the flat in 2013. The apartment was there since 2008. now when I went to pay the Govt house Tax, BBMP office asks to pay tax from 2008. As I bought in 2013 I am ready to pay from 2013 , but who will pay from 2008 to 2013. I think the builder should pay it as in the sale deed also it s mentioned that all taxes are up to date and in future if found anything unpaid we (the builder) will indemnify. So, I contacted the builder and they refuse to pay now. plz advise...
you can issue legal notice to seller to clear off the old maintenance dues . because there is generally a clause in the sale deed that seller indemnifies buyer against all claims made in respect of the said flat. so that first you issue legal notice once he received the notice he should answer that if he fails then court will guide you what you have to do
