Property sold to 2 buyers who will be the owner of that property

A property was sold to 2 buyers by a builder, both the deals were executed under power of attorney, as the area doesn't come under property registry. Who among the two will be the legal owner?

If the sale deeds are in order, then the Sale Deed which was signed and executed on the earlier date will be a valid one, while the second sale deed will be void, as the Seller in the second sale deed does not have the authority to execute the second sale deed.

Has the entire property been sold to both parties? If so, the person to whom it was sold earlier will be the owner of the property and the subsequent purchaser will have to recover his money. also, if the property has been sold, it has to be through a registered sale deed, else the sale is not valid.

Firstly both the buyers have been a victim of fraud and cheated by the builder.
Disputing the tittle of the property will not benefit any one the buyers. Instead a FIR needs to be filled against the builder by both the buyers.

if it is joint property than both of them or one should sign NOC
