Property on collector's land on 99 years lease

I own a house which is on collector's land. The plot is a part of 30 member housing society, all plots are on collector's land. Can I get the ownership of the plot. 7/12 is on society name. Recently collector office has denied NoC to mortgage the house for education loan purpose.

I required 99 yrs lease of land in favour of society and also send me NOC which is denied by collector for mortgage the house. on perusal of both the documents i can suggest u correct way. whether u have received Share certificate from Housing Society. as land is owned by Collector ie. Govt. but the construction is owned by u. Hence i m of the opinion that Collector can not denied the permission for mortgage the said property education loan.
