Your wife purchased property and it is not yet registered? With whom you are asking for registration. ? what the agreement says? Who received the amount ? Police may be brought into this but yet it is a civil matter and those who already sent legal notice will not listen to police. Who is in possession of property ? You need to make these clear in a consultation with a lawyer.

Sir,

In your case there is already agreement. You are not explained that it was the registered agreement or unregistered agreement. Apart from that you told that you have transfered the amount to the respected account.

In case if it is they issued the notice, you should reply denial of all contention. The case is in Civil nature. In case if you want registration, you can file the suit under specific relief act or you can also file a case for recovery with interest.

Please proceed immediately . Don't make delay.
