Property dealer cheated and is not returning my money, how to recover

Hello, In the year of 2014 I made an agreement with a property dealer to purchase an underproduction house. For this, we had a legal agreement on a 100 rupees stamp paper. But, since then the property not yet constructed and the property dealer still saying that he will return my money (which is over 7 lakh). I tried to be as polite as possible with the property dealer, but sounds he took me granted and not in mood to return my money. I never meet the property owner, all the money i sent to property dealer. I am planning to file an FIR. What is the best approach to get my money.
