Practical problem regarding the transfer of the property. Please help

Here Person A sells the property (house) to Person B. Before the transfer of property in Gram Panchayat(Already application filed to transfer the property by Person A after the sale which is the acceptance of the Person A to transfer) to Person B, but before the transfer the property, in few days it made an attachment in the court for the debts made by the Person A. So the property transfer in under pending due to the case filed on it. So to release the property and to dispose the case, Person B have paid the debts of the Person A even after the payment of the property value or its sale price. But, now the Person A have again filed a petition to don't transfer the property to Person B just to cheat Person B. How can this problem be solved, without the involvement of court and the Person A. Person A have literally cheated Person B after the payment of the total property value and also his debts amount.

Person B can send Person A a legal notice demanding the payment and transfer of property in his name, if the same is denied/ignored then person B can register a FIR under section 420 of IPC for cheating. Also, the same can be contested in the civil court by filing declaration suit over the said property.
