Possession without CC and OC certificates

I have a flat booked in 1 of the projects in Pune. Project is of 3000 flats.now builder is asking me to take possession with Part CC received but I am insisting for complete Cc or OC to take it. But now he's charging me Holding charges for not taking possession. Pls advice if I am right or the builder
Address a wrirten notice to him stating therein entire fact and take his to give written note for giving possession without OC. As per rule you can not occupy premises without OC and builder also can not give possession of property without NOC.
Builder cannot insist you on taking possession of flats where Builder has not obtained completer CC or OC for the building, and he also cannot charge any amount. It will also be illegal under law if you take possession of the flat without building having OC.
