Parking problem in appartment how to take legal action against it

I have purchase flat in Gandhinagar builder has provide alloted parking to each flat some have at ground floor some have in basement. I have my alloted parking at ground floor and those who have parking in basement are putting there vehicles at any place and block general passage what legal action must be taken to solve this issue. I have reqused to Pramukh of society to solve issue and also requests to person who block the passage but they do not bother and always place their vechical in general passage. I face difficulty to draw out my vechical. What should I do?
Every one has right of way. If some one is blocking your rights he is committing a crime. And all crimes are to be punished legally by Court of law.
Secondly you society is responsible to devise ways and provide convenience of access to all. You can fix your managing committee by filing legal cases after giving notice of at least 30 days.

Get solved this problem by improving relations with others who parks their vehicle disorderly.
OR file a complaint against couple of them against them, rest will be learned lesson.
I hope first option would be very effective rather then second as you are going to live there for lifetime. and where we live there must be peace.
