Paid for Registration but not registered yet now they r not responding

I have paid 6,00,000 rs to a trust towards site registration in 2014 and not yet get registered. when ever I call or write to them they are giving reasons and delaying and now desperately I am in need of my money for my daughter's marriage and asking them to refund my amount but they are telling me that they are in lack of fund. So I need help n advice that how can I approach them to get back my money. Plse advice me and oblige
