not getting occupancy certificate when can i apply

I have booked a builder flat in Noida and the builder has sent me a letter saying I can take the possession now. However, I am not getting the occupancy certificate from the builder who says that possession letter can be given without proper occupancy certificate from the concerned department. Wanted to know when and where to apply for the occupancy certificate?
If the building completion plan prepared and signed byArchitect, registered with Counsil of Architecture, when submitted shall deem as occupancy certificate. So probably he would be having receipt of that just enquire about that and if authentic then not a problem. Safely have possession
