No refund of money from builder against cancellation

I have booked a flat in june 2014.As per agreement builder had to complete it on 15/3/2015.But as he did not completed the project till now,i talked to builder he told me to cancel the flat if i don't want to continue.And he will return my amount with interest of bank loan only(no interest on amount paid by me self) within 45 days.So I cancelled the flat in june 2015.But still now he has not refunded my money and making excuses. Please suggest what i will do?
File an FIR with the local Police Station. At the first hand you should not have cancelled the flat booking. Anyway, give him a Legal notice of 15 days seeking return of money with interest, failing which you cancellation shall be deemed void and if possession is not delivered a month thereafter, then you can seek legal help including the criminal law and thereafter proceed to file an FIR.
