No OC provided by builder what can I do

I have bought a flat and taken possession but don't have electricity meter, water connection, no lift and OC. It's been 6+ years. I have already given 6 months maintenance. The builder is now sending me maintenance charges with 21% interest every month even though he hasn't maintained anything and hasn't given basic amenities. I want to file a case against the builder now and I won't pay maintenance because he hasn't delivered anything. Please help me in this regard.
Taking into consideration the above said facts. First of all you need to send the builder a legal notice. There after various option to file a case can be explored.

As per newly introduced law of real estate regulation act builder will be penalised for amount of 10 lakh as fine or one year imprisonment for wrong act. If you want this benefit then you can contact me for the same.
