No Katha certificate available is land fit for buying

We are planning to buy a piece of land in bangalore (near KR Puram) and the property owner says there is no Khatha certificate but says that he will make sure he pays all the property taxes & give us the receipts. I am a bit new to all this, and I would like to get some advice from the experts here as to whether i can go ahead with this property. Any suggestion / clarification would be very much helpful.

Land should required good tittle , encumbrance Certificate, Khatha, Payment of Property Tax and title of property should stand in the name of vendor, then every thing is Ok, you can purucahse the property.
