No amenities as promised by builder what can I do

Our apartment has 65 flats and is 15 years old. The builder sold the same promising some amenities like swimming pool, gym, clubhouse, etc. But because he ran into financial difficulties, so he didn't construct these & rather allowed us to use the plot for parking our cars. We had lodged a consumer court case challenging lack of facilities but it was overruled due to time bar (more than 2 yrs since construction). Recently he blocked our cars from entering the plot. He wants to sell the same to us. He has mentioned in some of the sale deeds that he will provide swimming pool. Please suggest.

Dear Sir/Madam, if he has to sale the said space you have to buy the same, if you have any query in this regard you have to take legal action with in the time against the said builder/owner before the consumer court or appropriate court of law.

Does he still own any apartments in the complex? Do you have a separate maintenance agreement with the builder? Do you have an apartment owners association?

It is difficult to advice on this without looking at the sale deeds and related documents.
