Neighbouring land owner encroaching into my land, please advise.

We have one agricultural plot by my mother's name. Mother still alive. My mother bought this land last 25 years ago. We have done mutation also and paid the Panchayet taxes till today. The issue is , other lad owner beside our plot encroaching year after year few yards gradually , as there is no permanent boundary pillars.Last 4/5 years other beside plot owner encroached by atleast 5 foot. 1st we have asked local gram sabha (constitutional body) by written and they received. 2nd we have asked the same thing to the local panchayet by written , yet no response. total result is big zero. Hence I would like to get help of our judicial process. What we should do in this situation? My only demand/prayer is to survey the land by govt land dept and settled the fact. Basically we are non political.
