Approch court. Get stay on the illegal construction.

Make BBMP also party to the suit and pray/request for appropriate direction to BBMP.

If he continues tothreaten you, file a detailed complaint against that guy. If the Police refuses to lodge FIR, approched jurisdictional magistrate with P.C.R.

If any one is doing construction against the rules, then you can approach civil court by seeking an injunction to stop construction work. If the construction is illegal, then the court will restrain them from illegal construction. Even if it is constructed then u can seek the court for demolition of the same.
