Neighbor harassing us not letting us use our property

We live in a 50 yard double story house while my next door house is a single story. Now we need to do plaster on the out side wall of our first floor due to some leackage in rainy season & we need to fit the pads on neighbor's tarrice with simple rope, for a day or two but our neighbor does not permit us to get it done. Also he has nailed some hukes in our wall. Neighter he allows us to plaster the wall nor agrees to remove the hukes from the wall. Please suggest what action we should take in this situation?
