My stamp paper on which i got registration done have expired

I had purchased stamp paper for registration of flat in December 2015 deed is complete on these papers by housing urban development authority in December 2015 but 2 % of registration fee paid in December 2o16 but when i go for its registration in teshil they told me that these stamp papers are expired . They told me that purchase new stamp papers for the registration .plz suggest me how to get my money refund or how i can use these
