My brother is asking for a share in mothers property what to do.

Hello my mom is 65+my elder brother staying in her house inspire of him having his own flat (given on rent) how can he be vacated from house he says he wants his share of moms flat till then he won't go .My bro doesn't provide food medicine etc to my mom. She is going in bad state of mind pplzzz help.
