Municipality denying to pass and resister what can I do

I bought plot. All going well till registery. But when I went for map passing for home construction at municipality they saying some plot at this colony is not pass at tncp. Registery done by registrar Dept. Now what I can do plz confirm me
This depends on the location of the [plot whether is in urban semi urban or village. There are certain area fixed for getting approval from Town & Country Planning. So it all depends on the location and area.
