As your paternal Grandparents gave the money to your father for the purpose of buying the land and thereafter, your father purchased that land in the name of your mother and now she is willing to sell away the property in question. Now, you can claim your share over the property as you are the legal heir of your paternal grandparents and for that purpose you have to file a civil suit for claiming your share over the property and yes you can stop your mother from selling away the property.
