Liable to pay for mistake of first owner of selling flat within 10 yrs

I have a slum rehabilitation area flat. I am the third owner. The first owner got the plot in 94 and sold it to some one else in 98 and I bought in 2005. Now as the society is going to register the flat there is no name of the first owner in flat as he made mistake of selling it within 10 years and now i have to pay penalty of the mistake of first owner. Is it correct?
