Legal approval required for setting up a paying guest centre

I am planning to setup PG accomodation (4-5 people) on the ground floor of my residence. Do I have to follow any legal procedure (like seeking permission from municipality, etc) before I can setup the centre? What action will be taken against the owner, in case he sets up the centre without any legal clearance?
Depending on the type of building that you have and also on area you can intimate the municipality so that there is no issues with commercial taxes. Apart from that you can either have an agreement for 11 months which is not necessarily registrable.
