Land issue

I'm purchasing 2 acre land here in Gulbarga. I have already paid 60 lakh rupees and yet I have to pay another 20 lakh rupees. But according to the time I asked to be paid to them, within that period I couldn't pay. I'm asking some more time but the seller is pressuring me that he will sell to another person and he will pay the given amount whenever he wants. Also he took the penalty amount as well.... So please help me, what do I do in respect of legal way.
Kindly send a legal notice and get transfer khata to your name , other the may be sending notice to you for stating that in time not paid money ad mentioned in the agreement etc. ,consult and explain details and take further cource of action.
