Issue with creating residential certificate asking 10 years old bill

Dear Sir, We purchase a land and make a house just 6-7 years back. Now we want to construct its first floor by taking a bank loan. So we went to bank and they are asking for Residential certificate from court. That's why my dad hired a broker who deal with this kind of things. We had already paid 18000/- for this. and at final stage when the person and some senior members visit our our house for inspection, after that they are asking for 10 years old electric bill or Rs. 5000/- to make it complete. Now my question is how to deal with that?
It is advisable that you try and furnish any bill in your name which proves that you are the owner of the said property since the past 7-9 years. The senior member asking for a fee of Rs. 5000 is nothing but a bribe for completing your process for Registration Certificate, and you can make some video/audio recording of the same and furnish it to the higher authority or the State government.
