Is society responsible for waste management outside the compound

Our apartment is still under builders maintenance (will continue for 1 year), They have already collected a big amount as maintenance for a year and now they are telling that their responsibility for waste management is just inside the 4 walls of the property (collecting from home till gate) and for disposing off the waste outside the compound they wont do anything, we only have to make arrangement by paying any external vendor. While collecting the maintenance fee they didn't give any detailed breakup on how the amount will be utilised instead they just asked for a lump sum. Please let me know how to handle this situation.
