Kindly refer to regulation 12 of the electric machinery regulation act 2011. Any kind of electric fence would need certification. Any electric fence established before 1 Oct 2012 is not bound for any sort of certification.

As the matter relates to local authorities so you may contact them to find out if there is any such rules? It could be municipal body also.
You have not mentioned as to whether any authority has objected for doing the same.
