Is it safe to buy a plot without registry

i just wanted to know that is it safe to invest in buy a house which has no registry. i mean this is for power of attroney
Sir the purchase of any immovable property must be through registered sale deed failing which no title is transferred to the purchaser. Transfer of immovable property cannot be effected by execution of power of attorney in favour of the buyer
