Is it recommended to buy property without OC

The apartment I am looking at, has not completed its aminities yet. Therefore OC isn't available.however builder is ready to put in the sale agreement that he will provide OC after aminities completion.is it advisable to go for this property as it's mentioned in sales deed that OC will be provided. Is it possible to take legal actions against him if he doesn't provide OC later?

Strictly speaking without Occupancy Certificate the Sale Deed in respect of a Flat cannot be executed and registered. Authorities at any time issue notice to the Apartment and take legal action against the residents of the said Apartment.

legally speaking I would say that it is quite fair to include such a term in the sale agreement, and you can surely take legal action against the builder if he fails to perform his promise. Your decision to go ahead will depend more on the business prudency rather than Law.
