Is it legal to put charges on tenants for using club house amenities

As a CRM In charge of Real Estate co. we have handed over @ 200 flats. In which 65% are tenants. We are going to enforce the Charges to the tenants for the Use of Club House Amenities. While Most of The Investors who are rented out their flats are totally oppose. Still Then we are going to enforce Charges to the tenants for avoiding unwanted crowd at Club House. Is it ok????

Is there any such provision in the bye laws adopted by the society handling affairs of the residents disallowing lessees/ tenants etc from using the said facilitates . If not then the tenants may request the Federation to give reasons in writing.
the reasoning of the Federation would be that only members of Society who have been granted membership to the club would be entitled to the use of club house/gym etc . since the tenants , licensees are not members of the club they would not be permitted to use said facilities .
