Is it legal to buy a land that has khata in gram panchayat

Is it legal to buy a land that has khata in gram panchayat on the outskirts of bangalore, but according to bmrda cdp map it comes under orange zone (i think a solid waste management site) ? Who has the authority to permit building a home there? which office to contact to know legal details like this? and which govt office?

Dear Sir/Madam, this type of having documents Form No.9, Form No.10 and it comes under Gramathana, which is managed by the Grama Panchayathi. More documents in respect of previous documents, you have to approach jurisdictional Tahasildar office for (survey number) and thereafter it will approved by the BMRDA/DC Conversion authority is there. If you want more advice in this regard I will do it.

Firstly the land is situated in Gram Panchayat areawhich means that it is a revenue land hence without the conversion ofland from Agricultural to Non- Agrucultural is not secured it cannot be purchased. Secondly it is shown as Orange Zone by BMRDA in the CDP which you say that it is reserved for Solid Waste Management i.e. Garbage dumping area. On both counts I would suggest that you should not purchase the land . Choice is yours.
