Is agreement legal to claim property

My father bought a land where the survey number is not registered from 2000 onwards,my father had an agreement that they are selling land.in agreement the matter is we are selling land for some personal reasons if the govt release the notification for register we will come there and register on yours name,total family members are signed, But now they are going to place a case in police station that they threatened us n made signatures with us. They sell it in 2010,We also construct a house in the land in 2011 we are having electricity bills and municipality tax registered on my mothers name is these helps us to claim the property is ours.

It looks like the seller's were selling assigned lands allotted by the government to them to you.
Since assigned lands cannot be registered, probably the sellers under the cover of assigned lands entered in to agreement of sale and did not choose to register the land.
Any way assigned lands cannot be registered at sub-registrar office as they are under prohibited/restricted list.
Since you have the agreement of sale and also that you have constructed a house in the said property and also that you have been paying electricity bills and municipality tax, the sellers cannot avoid their agreement of sale.
Just continue to stay in possession of the property and in case they go to police / court, you may show all of the above documents and claim your title to the said property.
